Microsoft how now confirmed that this issue has now been mitigated and traffic routing has been restored to expected levels.

We are currently monitoring an issue impacting Azure Services that is causing intermittent performance issue with the application. A physical fibre cut within this region has caused short periods of latency/timeouts of traffic which may have impacted users of the system.
